California’s legislature has one week to move 24 AI-related bills off the floor before it adjourns Aug. 31, and a cluster of them will land directly on the workflow of any small business running AI-assisted marketing to California consumers. That’s the read from the Transparency Coalition’s Aug. 21 legislative update, which tracked the 24 measures headed to the floor after the suspense-file sprint cleared them Aug. 13.

The relevant bills aren’t the frontier-safety fights that dominate headlines. They’re plumbing. AB 2025, amended and ordered to third reading Aug. 18, requires a disclosure label when AI has digitally altered real estate promotional materials, listing photos on Zillow, staged interiors, the works. SB 1050, sent to third reading Aug. 17, requires disclosures whenever AI-generated synthetic performers appear in ads, which covers most Meta creative that leans on generated faces or voices. AB 1609 (chatbots, ordered to second reading Aug. 20) and the paired AB 2023 / SB 1119 chatbot-safety package govern the intake bots small operators bolt onto lead forms. AB 412, the AI Copyright Transparency Act, gives generative AI developers 30 days to respond to owner requests about registered copyrighted training material.

The pattern to watch is Newsom’s. TechTimes notes he tends to sign transparency bills and veto liability expansions, which means disclosure mandates are the likeliest survivors of the 30-day post-adjournment signing window. Anything he signs by Sept. 30 becomes law Jan. 1, 2027, and companies typically treat California compliance as the national floor.

Disclosure regimes rarely announce themselves. They arrive as a checkbox on someone else’s platform, then as an FTC letter.
